On a warm summer afternoon in the quiet town of Clearwater, Officer Bill Harper was on his routine patrol when he spotted something so odd it made him slow his cruiser — a battered old green pickup with a sagging tailgate, packed to the brim with ducks. Dozens of them waddled, flapped, and quacked, some leaning over the sides as if sightseeing, one even honking back at cars.

Pulling the driver over, Harper found an elderly man with a weathered face, a straw hat, and a mischievous grin.
